In the case of sanji in this chapter, the way jinbe and luffy seemingly didnt perceive any of this makes me think this is CoO related
but who knows, maybe i handed that W to @Chrono -chan a little early. . .
as i mentioned in another thread, luffy referred to laws presence after he was shot in dressrosa as "voice" too. So aisa and coby talking about "voices" doesnt necessarily mean they are "hearing".

if its CoO then Luffy, at least, should perceive it too.
either way, Luffy and Jinbe are simply not interested in stuff like that.
the "noises" Aiza and Coby hear are also not a distinct sound. Sanji is hearing someone talk/sing clearly.

so far they have been depicted as equal in that regard, at the very least. heck, Luffy can hear the VOAT while Sanji can not. so far Luffy "heard" way more than Sanji.

ignoring Enel, as he is a special case with the Goro, the one individual with the farthest range of sensory CoO was unable to hear distinct noises. all Aiza heard was "voices". she did not even know what was going on.
Enel (Goro) was the only one who seemingly listened in on other people from very far away. no one else has managed to pull this off afterwards.
I said seemingly because Enel could also have read the persons emotion and not actually know what they were saying before punishing them. which is an established function of CoO. enhanced hearing though, is not.
