Grindelwad, he's both the most ambigious, intelligent and charismatic of Harry Potter villains with a very complex personnality and unlike Voldemort he really thought he was doing things for the good of the wizards and eventually felt remorse for his actions. Not counting how he owned Voldemort just before his death.

By that Dumbledore would have indeed been included but certainely not people like Amycus Carrow, Greyback or the ugly toad.

Certainely not the ugly toad, Amycus Carrow and his piggy sister or Greyback.

I think Snape, Grindelwald, Dumbledore, Barty Crouch Sr, maybe Rufus Scrimgeour, Leta Lestrange would be great choices.

I hesitate to vote between Sirius, Dumby and Snape.

Oh yes Dumby is pretty dark to be honest the fact that he protected harry for so long just to kill him when the time will come is pretty mad also he basically put snape to hell and back for his goals
