Do you consider Zoro a top tier? 
You said you believe that infusing attacks with CoC is just applying Ryuo flow to CoC, hence every Haoshoku user who can use Haki flow, can also use adv.CoC. But then there is a question. Ryuo flow isn't rare. Many Samurai can use it, also the Kuja tribe. Kaido however said, only a handful of the strongest can use CoC coating.
