I understand your argument, but the second slash was not ISDS:
* The stance was completely different (Zoro's stance and sword positioning js generally consistent).
* It's not even clear it was a Santoryu technique (I heard that in the anime Zoro used two swords).
* It appeared the same as Zoro's next slashes that diced Pica's arm.
Saul had him questioning his justice and where the World Government stands. He was visibly conflicted when Saul started putting questions, and Sakazuki's attack only added on top of that.

Luffy used Red hawk vs Kata and holdem too and he didn't seem tired after that. I do think Luffy needs to focus is Haki more because of the fire to protect himself but nothing said he can't do it multiple times in a row.
Zoro to cut the mountain likely had to use some good amount of haki.
