* for Kid and Killer cause there might be more plans for them. I don't think Kid is out of the story yet. But, between Wano raid and Shanks one shot, dude lost all his aura.
Apoo sucks, and he's kinda built as this dishonourable snake and is still active, so he got something.
Hawkins had amongst the more interesting abilities in the series, and got wasted. I'll mention though, I like Hawkins' narrative in Wano, but still considers him wasted cause he's "dead" now

Apoo has one of the most interesting devil fruit in the manga and he could have done so much more and showed so many techniques with it. He and Hawkins were far from having shown their true potential.
It honestly looked like Bobbin, Pekoms and Tamago were initially going to have bigger roles as members and high-ranked leaders in the BMP before Oda changed his mind and relegated to the background with him making the BMP a mostly-family dominated crew, and having Bobbin shot so randomly just after revealing his powers, while Tamago had basically no role after the second half of WCI and all the story shenanigans with Pekoms.
Probably Carrot. Most characters get some sort of spotlight or he's leaving them for later, but Carrot was fairly important in Whole Cake then Wano included her only to not really give her a satisfying end to any of her plotlines then removed her and had her become successor to the Neku. Such a shame, maybe Oda will get back to her during the final war when Zunesha moves again, but I don't know.
Oda's editor at the time Naito, was obsessed with Carrot(even said he wanted to have kids with her) and said Oda should give her more screen time. Not long after that, Carrot got more screen time near the end of WCI.
Coincidentally, when Naito was fired early 2019(early Wano), Carrot was immediately separated from the SHs and her screentime tanked.
All evidence points to Naito being the main reason and that Oda never had such plans for Carrot from the start.

They all may not get the screen time some had wished for, but Oda rarely forgets characters entirely.

I don't have an issue with that, but I feel like it wasn't really built up. Carrot's around, hanging with the crew, loses focus in the biggest arc she's apart of, fails to avenge Pedro then is just handed that spot as head of the nation. Maybe that was always Oda's plan, but he could've given her more panel time in my opinion.
Who are some characters in One Piece who you think that Oda initially had big plans for them when he introduced them and used them first, before changing if not outright abandoning his plans for them and leaving them in the sidelines and/or with a smaller role they were to have at first ?
What are the plans that you think Oda had in mind for them at first before changing his mind ?
The CP9's cover story ended with them going after Spandam after promising to make him pay for his betrayal, after he blamed them for his failures and Enies Lobby's destruction and branded them criminals, only for them to somehow return to the WG and become CP0 agents instead with Spandine having plotted against the WG.
It honestly feels like Oda didn't find or didn't want to develop CP0 agents, aside from Stussy, that would replace CP9 agents as the muscle of the WG intelligence and to serve as opponents for the Straw Hats and RA, and thus had them come back in the WG's good graces and joined CP0 instead.
