Non conquerors can be just as strong if not stronger than those with conquerors
Just like with every power it can help make up for what you lack but in general both conquerors and non conquerors can be equals and both can even become top tiers
- Shanks vs Blackbeard
- Kid vs law
- Doflamingo and Hancock vs crocodile and kuma
While I wouldn’t mind at all being proven wrong it might be the case that oda is making the emperors conquerors and the admirals non. Despite that both groups are undeniably comparable despite the cope

Ace zoro and kid having it while sabo sanji and law don’t
Also while yeah I generally give the benefit to the conqueror of a “duo” for being stronger it doesn’t mean they’re not close
ridiculous. why would garp not use something he has access to? do you think garp has an invisible coc meter that will run out after 3 attacks? peoples lives are on the line. he's using his max power the whole time. why wouldnt he? this is as dumb as when people post that gear 5 luffy isn't using haki.
Given the situation it's actually debatable.
Even whitebeard couldn't use conqueror due to heart attack and Cancer.
While Garp was stabbed not too long ago by shiryu before clashing with Aokiji.
Exactly the same fuckin reason Zoro and Luffy refuses to use advanced Conqueror in Egghead and Elbaf so far.
Because there's legit no indication of Conqueror being used at all.
Even Gear 5 doesn't use Conqueror all the time lmao.
He punched Lucci with basic Armanent only lol.

there is no visible indication of advanced conquerors usage unless 2 users clash and do the "they're not even touching" bit. on top of this, literally none of the "visual indicators" the forum talks about meaning this and that have ever been hard confirmed. the only thing we know for a fact as a visual indicator confirmed by dialogue in the manga is that infusing armament into something to harden it turns it black.

And conqueror Lightening is totally different from Armanent Lightening.
Armanent Lightening Radiates as example hand is the source.
Conqueror Lightening flows around and follows the source like hand or Sword.
