Honestly, I’m still surprised that even after Sanji got a whole arc and character development, Zoro still ranked above him. Makes me wonder if Zoro ever got an arc focused entirely on his growth, could he actually surpass Luffy in popularity?

Seems to me that Luffy is the most liked character, so who are you talking about when you say "people"? Literally there has been no arc of One Piece where the strawhat isn't involved, are you talking about Two Piece?

Not developing strawhats is pathetic and biggest offence that Oda has committed, we agree on that.
Lol try again about the Naruto:

1. Luffy came well before Naruto, and Goku is clearly the example they follow. So it's Goku -> Luffy -> Naruto.
2. Naruto is a completely contradicting character saying that he's there to break the chain of prejudice and fate and yadda yadda, just to be the destined child inheritor of the god. Luffy never claimed any of those things, he always just wanted to do what he wanted. 120 volumes later, he's still doing the same thing.

it is true that I was forced to watch Luffy...When starting one piece I definitely did not watch for Luffy.. I would have dropped too if not for other characters and Nami/Arlong Park. And Mihawk was a Big Boost too.

So far, there have only been five volume covers where Luffy hasn't been featured: 21, 77, 87, 99, & 101.

Oda literary created zoro to attract all the brain dead retards to gather and focus on one place. This is a good strategy since he can develop his own story and other relevant characters without much of a problem. It's not like those retards reads the story as it is. They dnt have a single brain cell to understand a simple manga. To make OP popular you need to distract those retarded fans and guide their focus to a one place. Basically zoro was created for that very reason. While intellectual people focus on the story these retards can just focus on zoro and that's a win win situation for Oda himself. OP would never be this popular if zoro was a relevant character though
