rayleigh is the right hand man of the PK it’s been heavily implied he had carried the WSS title prior to Mihawk and Luffy already stated he would expect nothing less from the PK rhm foreshadowing is a heavy thing this series. Katakuri had the ambitions of being the strongest for his brothers and siblings so nobody fucked with them the way he was picked on as a child. He’s the one all the siblings look up to. His goal and reasoning is larger than himself. His motivation to protect them at all cost hs been shown. His FS is an indication to his abilities of trails and triumphs to reach his level as that isn’t unlocked unless fighting others with said abilities..
Chinjao was already a king and a conqueror, yea he lost and lost his spark but it was brought back from Luffy. Joker lost so he doesn’t deserve conquerors? Yamato was made up so the entire story of Oden was made up? You do realize luffy is very similar as he wants to be just like shanks and Roger’s and he emulates shanks freedom for being a pirate. Yamato is also child of Kaido one of the baddest person we’ve actually seen so far….

we still have madam Shirley’s premonition of Luffy obliterating FMI so it’s not far off I originally speculated it would be Bobbins v Luffy when we figured he was actually going to be a badass and live up to his name the Destroyer. Gues soda gave that shine tk the Calamities.

Rocks: xebec, whitebeard, kaido, big mom, shiki and possibly more.
Roger: Roger, rayleigh, oden, possibly gaban.
The two main crews had plenty of conquerors, being a PK lvl guy must have as number 1 requirement to be able to make that many conquerors submit to you which is what luffy gonna do.
Kingly ambition doesn't need to be strictly related to force.
Katakuri's was about protecting his family, chinjao about getting as much money as possible, yamato about becoming oden/protecting wano.
Non confirmed, but for sure conquerors:
Momonusuke: opening the borders, protecting wano and something to do with swordsmanship.
Koby: becoming the strongest marine.
Usopp: brave warrior of the sea which is an euphemism for conquering his own fear.
Nami: drawing a map of the whole world which is something that no one ever did, sounds pretty kingly to me.
Sanji: yet another conqueror whose ambitions revolve around protecting his friends, finding the all blue and some very germa 66 ancient kingdom plot yet to be revealed.

Same, my true hope is Stussy reveals some sort of direct connection to this place (and Rocks) since she is both a clone and also an Underworld Emperor.
We'll see in the end how it works out, but either the Underworld is central to Elbaf somehow (out of protection), or maybe its the island after Elbaf where Law was going.
None of these emperors seem to have their own headquarters outside of Morgans, so I would assume they all meet somewhere to discuss stuff.

It can be easily tied in, if Oda has the time. Elbaf's culture is one of warring and honor. Maybe pirates from around the world come here to test themselves and are sunk a la Kid before even reaching shore. Nearby there could be a Jaya-like small island specialized in collecting the defeated crews' ships and weaponry and reselling them on the black market. Warland itself could be a giant junkyard of the defeated used to find good scraps to re-sell to the Underground and their arm-dealers.
What's fascinating with Elbaf is how little we have to go off of but if if we consider the things Oda has repeatedly brought up during Egghead:
- Vegapunk first and foremost.
- Bonney and Kuma's plot, is it tied to Elbaf too?
- Stussy and her ally as a cloned Rocks Pirate. How important is Rocks to Elbaf? Or the Underworld?
- The Burned Scar Man and his identity, is he tied to Elbaf or something after?
Barring any Marine/WG affiliation (which may be the case), we dont exactly have a concrete path as to what Elbaf will actually focus on outside of this. Internal issues are a given, but there has to some narrative tisdue to connect to future stuff.
A good example is Dressrosa. Its "mostly" a Doflamingo centric arc about his control of a kingdom. But it also involves the Smile subplot and Fujitora. What will Elbaf resolve but also set up for the clear endgame after it?

Thinking back about Big moms flashback in Elbaf, the WG has always been a focus for plotlines connected to Elbaf. Even Big Moms flashabck is about her and other children in Elbaf being sold to the World government. Not to mention, the day Mother Carmel disappeared was also the day the world government came to pick up the kids.
The WGs connection to the Elbaf arc has already been strongly established and it makes sense for them to be a main villain for it.
