Tou might be a stronger general than Shibashou overall but not on martial might alone imo.
We still don’t really know what Tou can do fully. But in the scenario I mentioned I think it is Tou who Hara would give all the hype to at someone like Shibashou’s expense

EDIT: Man, the more I think about it, Tou and Shibashou do have some similarities, both characters are like hidden monsters of their states who no one knows the exact level of…

Yeah when Hara decides to give us a full on panel showing of Tou, the guy will look ridiculously hype against somebody and if that somebody was Shibashou (let's make your scenario) Tou would probably be given some kind of edge, despite Shibashou’s own hype.

Nah, man, most likely Shin than Kyoukai.

Her always is outshined by Shin, and always defeats the second strongest.

*According to the historical text blah blah blah…The Taigen Army take Roumou and this Seige Battle on Roumou lit the embers for the second bloody invasion of the Northern part of Zhao.
