Juuko:
Moubu's 30,000 army is fighting Man'u's 30,000. As Moubu's soldiers tries to back up Moubu Man'u comes in to say he's the general and to fight him. The Qin charges at him, gets destroyed, goes in for another charge and Man'u's elites come to help saying he's causing them trouble to which Man'u says they are too quick. Man'u says he wants to fight Moubu at full strength so he came looking for him. He's going back due to his troops but says he'll come back for Moubu after warming up some more. Moubu sees him and charges at him with 100 of his soldiers.
Moubu HQ:
All of this is seen by those in the hq. Mouki notices the first wave's charge has weakened. He assumes the attack from the left was meant to hit Moubu but they retreated and yet Moubu went after them meaning the left attacker was important enough to get Moubu's attention. Mouki also wonders why the other Chu armies haven't joined the fray and wonders whether it's because they have a plan or thinks they can beat the Moubu army with the 30,000.
Sentoun's army:
Sentoun's army is waiting for the signal from Jukoou to come for them to join but he's getting extremely restless, to the point where he pretends he heard the signal and starts going in.
Jukoou's army:
They notice Sentoun going in without the signal and says it's very typical of the two, Manu and Sentoun. The soldiers ask what they should do and Jukoou says to wait since something's coming from the left.
Moubu's HQ:
Everyone notices the Tou army coming in. While one soldier says they came faster than they thought Mouki wonders why they're here since Shouheikun told Mouki Tou's army would not join. He thinks it might've been because Tou judged the battle at Juuko would get too violent.
Tou's HQ:
Rokuomi asks if that's the rumored Juuko army and Tou says Juuko is a city everyone wants to control but has failed to do so due to the 4 generals guarding it from Chu. The 4 generals were apparently great generals in other countries that Chu absorbed in the past. Rokuomi says Chu seems to have a lot of those and asks why they haven't seen them at all. Tou replies it's because they have no loyalty to Chu. They can tell that they are skillful from where they are due to how Moubu's army isn't demolishing them. At the moment they have Rokuomi's 10,000 and Tou's 20,000 because that was all they could afford to move. Rokuomi complains, Tou says if he's scared he should go back and bring the other generals with him. Rokuomi says the funs just about to begin.
Moubu's HQ:
Tou's army begins to charge, Tou's 20,000 to the left and Rokuomi's 10,000 to the right. They don't know if this is enough to defeat the enemy but it'll be enough to help Moubu's army's stalemate. Mouki believes even if they had another 10,000 it isn't enough. Even if they were somehow able to beat the army in front of them they still have to lay siege to the castle after. The only way to do all that is for Wei to join the battle. Everyone hears another army marching towards the battle. Jukoou says this area is really popular.
Hakurei and Kouyoku are generals and join with 15,000 soldiers each.

Wow!! Those Chu army was able to stop Moubu's momentum....And they were great generals in their former countries!!! That's quite insane.... Moubu and Tou have to fight and win against four former GGs??
I'm getting hyped lol.... If Tou has moved out maybe Wei is in the verge of joining the alliance with Qin.....

Why should characters be mentioned long before they are relevant to the plot? Is Hara supposed to give the reader a list at the beginning of the series titled “List of blokes to look out for after 650+ chapters”? Is Hara not supposed to reveal new characters or expand the roster of little explored factions?
Because their introduction in this way lack any substance and thus fail to stimulate any investment from the audience beyond "next guy to beat". Hara tries to give them superficially distinct traits once in a while but it literally stays that way, superficial. Also it stretches your suspense of disbelief when Great Generals are supposed to be a huge thing and basically the top, yet for nearly 700 chapters you never hear from them and of them once, it has a rather cheapening effect.
Not saying you should and even can have several Ribokus and Houkens out there (though it´s not impossible) but putting them into the context of both the world and the overarching plot instead of one-upping characters in the next arc should be possible. Even mentioning their name once or twice and doing what i stated above puts way more weight on the characters than this.
Usually i dislike comparisons with other titles to underline something, but in this case comparing it to One Piece is fitting, and the antagonists for the most part are much more memorable, in part because Oda reveals his characters, for the most part, within the context of the world. We do not need to meet Akainu, but knowing he is an Admiral and exists somewhere out there both give the audience a sense of anticipation and the character more depth and color within the world.
It´s not like Hara does not do this occasionally, he introduced Ri En and mentioned Kou En way before they are and will be relevant for Qin and our protagonists for example.
