DJ/IJ is better than DF because it doesn't have the water/kairoseki problem.
But as a DF would be mid tier because you need durability to handle it's power and make it stronger.
Funny that in GLA(Grand Line Adventures, MMORPG based on Tibia + One Piece) he has at least 1 frontal attack where he throws fire kicks.

Depends. Without good durability and hardening (both of which Ifrit Jambe depended on), it is basically Diable Jambe. Which, I guess should still be at the lower end of the high tier spectrum. On the other hand, other abilities depend on Haki too; be it Katakuri's Mochi or even Luffy's Nika fruit, where he mixes CoA and CoC with it. Bajrang Gun is pumped full with Koka, Barrier, internal destruction and Haoshoku.
Best case scenario: Super durable body with maxed out Hakis. I'd say as much as low top tier. Using super hard Koka, Sanji could make his leg even hotter, possibly inventing Surtur Jambe. Then add internal destruction Haki and high level of Haoshoku coating, and you will have a synergetic effect with enormous attack potency and speed. You don't really need large AoE, since AoE won't directly damage the opponent. Instead, you focus all of your potency towards your opponent.

He didn't boil an entire ocean, meanwhile sanji covered wadasumi in flammes while wadasumi was inflated
As for ace it's obvious from what we've seen that sanji has better flammes
Overall sanji's "fruit" would be better than oven's, but not better than ace's, unless we take in count all of sanji's abilities like healing, dura, flight etc..

Sanji's flammes are so hot they emit lightning, oven was never shown to be able to do so
Sanji's fruit would be on the same tier as Marco's since it's essentially a mythical zoan
All his stats are enhanced, he's insanely durable and has a healing factor on top, he can move at high speeds and can produce the hottest flammes in Op

That's not how Hell Memories works. Hell Memories sets a given target ablaze by having his heat travel through it. With organic targets being probably more susceptible to it due to the heat travelling through their tissue. But Sanji couldn't set a random area of bloated Wadatsumi's size ablaze like Ace could.
