No...? What do you mean by "included in his base form"?

He has base, G2, G3 and G4

They're all very clearly different to each other and have different levels of power

He hasn't had downsides to them since the start of the timeskip... Even pre-timeskip during the war he got rid of G3's weakness
I think what @uyuu is asking is that Luffy can just casually do the moves with no setbacks. And the answer is yes, since post-TS. He casually does a Jet Pistol (no haki) against the Pacifista and only activates G2 on his arm.

Ssj once perfected has zero drawbacks. Should we now call that a saiyans base form? No. Same applies here. He is in an enhanced stated regardless of if it is g2, g3 or g4. So it should not be included as him in base

One Piece is a world of fruit users, g2 and g3 are standard fruit techniques not trump cards now.

I mean it's just terminology. Calling it "base" doesn't really make a difference.

It is misleading though, considering many people have vastly different interpretations of what it means when you say "base" for Luffy. It's better to just specify
Some personal context i thought about:

- i've been saying for some time that "base Luffy is matching hybrid Kaidou", while that may be true to some extent (he can match hybrid Kaidou without using G2 moves or G3 moves, such as that beautiful horsekick after landing at Kaidou's kanabo, or in the deflecting moves), but that wasnt all he was using, since he also used G2 and also Roc moves as well (which is G2-G3 stacking)

- so trying to be fair in powerscaling against other fighters (in Battledome), i wonder if definition of Luffy's "base" is already altered compared to before and include G2 and G3 in base, since he does those gears and even stacking them effortlessly now. No side effects, no limited duration etc.

Yeah your point ain't holding weight. Luffys ability transforms his body on a molecular level. It's a transformation regardless of if its partial or not. So I cannot be considered base.

G2 isn't a "change on a molecular level" it is pumping blood faster around his body, to a slightly more enhanced version than is possible through soru, it's more akin to a technique, like soru is a technique, because it is how his body uniquely responds to the soru stimulus.
G3 isn't a change on a molecular level either, it is the bones of a limb getting inflated with air, often for a single attack at a time.

Is Kid building a mechanical arm to punch with not his base?

Now this distinction isn't black and white, and you could argue that they are modes rather than techniques and try to make some artificial distinction why Luffy shouldn't be able to use x, y, z techniques in some hypothetical battledome .
The purpose of such a powerscaling discussion is usually to determine effort and stamina involved usually, and g2/g3 are not a significant stamina or effort for current Luffy, so it's a bit mute, short of Luffy losing his fruit power entirely through seastone/Blackbeard, he will have access to g2/g3.
The same is not true for Zoro and 3 swords, as one sword could be destroyed or lost as we have seen, the same wouldn't be true for king of hell mode/g4 because it has haki drawback, the same wouldn't be true for Kid and his giant mecha because that takes an unusual amount of additional metal preptime.

Changing bone density and increasing blood flow to augment stimuli falls under a molecular change.

Zoros abilities does not come from a something artificial or something not his own. Hence why using hakinor weapons does not constitute as a base or transformation. It's the same with sanji Germa Gene's.

No sanji using a raid suit would be a transformation and thus not a base form.

A zoan transformation would also be a transformation.

Luffy again changing his body structure to use attacks he can't ordinarily use does not fall under the parameter of base form
