As for the 4th User. I mean if you ask me i think its because they werent a real hero but rather Anti Hero
If you remember, during Gentle Arc we learned the names of former Vilains and one of them was Destro who later became an important character

The afro is because he made a training with Kacchan and lost, Deku had to catch Kacchan with the black whip and Kacchan had to touch Deku. Deku lost(they made several battles but Deku always lost) because he didn't know how to act against someone at high speed, so he's asking them who have a similar Quirk to the black whip.
Uraraka gaves him advices for float(i don't know if Deku has talked to her about float) but she says that she uses her arms and legs to balance, and Deku uses air force in order to propel.
As you can see in these pictures, Deku is just grabbing Shigaraki, the others are on the ground.
