We honestly need a fresh perspective. The few Carrot people here aren't helping her case at all.
What's your take on how poorly she's been treated if she's meant to be the next straw hat? No other recruit has been this disconnected from the arc, themes, and plot as she has. Along with her doing nothing this arc, her subplot got offscreened and finished by someone else. This arc is the most important for the SHs and Carrot contributed less than her fellow minks and is leaving the arc the exact same as she entered it. What makes this the foundation of the next main character?

I think you nail on the right point.
I won't say that Carrot is impossible to join, but what I will say is that it would have an horrible timing. It was possible to write it after Whole Cake Island, or by giving her a big role in Wano. But none of these things happened. If she joins, after wano, unless something bizarre happens to involve her after the conflict is solved, it would be extremely forced in my opinion.

Know what, maybe you can answer these questions cause so far, not a single soul has done so yet.
All of the SHs have struggled lots in their pasts, but Carrot has happy her entire life. Even Inurashi said Jack broke 1000 years of peace for the Mink Tribe.
Every SH was the main character of their arc, was tied to a villain, and need Luffy n' the SHs help to solve their problem. Carrot had nothing like that.
Carrot was absent for majority of Wano, didn't get any Wano drip like the SHs, and was off screened by a minor villain while the SHs defeated the top officers.

I don't particularly care for Carrot or Yamato joining the crew. If I have to be honest, for me Jimbe was strange, and Brook a bit forced.(The last one specially because he could have just.. traveled the world as a musician?)

It has no story, no particular ideals. Emulating Oden is valid but I feel it's a very boring ideal. And is the same as Jimbe, so it's already been used once. (Protecting Ace ideals or protection Oden ideals). Just think about why the other strawhats joined.

Yamato isn't exactly a boring character, she stayed 20 years imprisoned in Wano, what ideal could she have? If she knew nothing of the outside world was a thing, but after having seen Oden execution and read his diary, she has dreamed to go adventure for all her life, in One Piece the search for freedom is the highest ideal. For Carrot instead, the fact that she has been happy her whole life doesn't mean anything, I don't think that can be the reason she won't join if she won't. Until now not her nor Luffy mentioned anything about her joining. Before the raid of Onigashima when I saw her on the Sunny I though it was her but the current arc has been deludent for her. It's difficult exclude one of the two completely. Is even possible that neither will join or both, but probability wise seem like Yamato has the lead for the moment. In the other cases was easy because every Straw Hat had a dedicated arc, now became difficult
worth noting that Luffy probably didn’t show his “care” for Yamato that much since Yamato is Kaido’s daughter, the daughter of the main villain. Luffy has the right not to fully believe her, and it’s worth noting that Luffy pretty much showed his care when Luffy destroyed Yamato’s cuff with technique he learned in few days although he knew Yamato is Kaido’s daughter.

It's the whole point of her characterization and her design. Carrot is the representation of both Sun and Moon:
Bright/Cheerful/Naive/reckless/The girl who watches/Passive during the sun part (her base form)
Cold/Calculative/Efficiant/The girl who is being watch/Active during the moon part.
Robin may have a symbolic name but I don't recall. It may be something more personnal for Oda.
Zoro is yeah.. Zorro. Literally. I can say that with certitude because of a certain moment in the story:
Remember Whiskey peak ? This is the first great solo Zoro moment and takes place during an american night (A artificial night, a special technique in cinematography). The american night was often used during the production of Zorro. but you can also see the reference in the architecture which remind a lot of the early 1800' Spanish/mexican/american culture.
Oda is very careful with characterization, and the best characterization comes from Names.
A name like Carrot compared to Yamato will seems a lot brighter, a lot more friendly and funny. This might also be a reminder of Bug bunny for some and so, the design will flow with the name. That's what I'm talking about good characterization.
FYI: "yamato" is also a very good example of great characterization through the name.
