Who's Who thought he couldn't handle Drake on his own and led him to Queen to where they jumped him. It literally took a deceptive plot of Hawkins/Who's Who / Queen to get Drake in that condition.

If Queen thought of Drake as some trash he would've just had Hawkins or Who's Who or both of them together handle it.
