This is definitely what Ace/Yamato are talking about here in this chapter. Also, I think 506 or 507 has Shanks touch on this first "He said the same words as Captain Roger, those same words!" Its definitely not Pirate King, since many people have said it in this series.

It can't be pirate king because Roger didn't care much when he learned that the media and WG started to call him the pirate king. his reaction was simply "it had a nice ring to it". I think he would have reacted differently if this was his goal all along.
Also I don't see why Oda would abruptly cut both Luffy and Roger line, Luffy said he was going to be the pirate king like a hundred times, it's not a mystery.
