Yeah it's stated in the manga. The person using the axe is the young brother of Chinjao's son that joined Luffy fleet, forgot their names. He stated it himself.
There's no way Queen didn't use Haki on his sword, it just doesn't make sense for him not to. It's just that Oda is really inconsistant when drawing Haki, sometimes he shows it with the blackening I guess for dramatic effect, sometimes not. It depends on his mood. Even the Scabbards kept slicing and stabbing Kaido throughout their fight with no visible blackening on their swords eventhough it's stated multiple times they were using Haki.
