If Shanks is doing something like this, I'd dont see him going down by Blackbeard randomly before the EoS. This seems like he's planning some major endgame event.

Imo, Mihawk has to be Zoro's last fight, and if he and Shanks ally, then it really could suggest Shanks being the true endgame (barring what people think about Mihawk vs Shanks, which we dont need to discuss).
