Sanji was completely reinvented as a character. I guess you can call it "development", regardless, old Sanji was better.

As far as Luffy goes I think Wano has been shit overall so the plot twist is at least interesting, judgement still pending on it.

Zoro was never stronger than Luffy pre gear 5th nor is he stronger than Sanji
