They probably wouldn't give nearly as much of a shit if he spent his time hunting other pirates or just being a regular bounty hunter. Outright hunting Marines skyrockets his threat level to the WG and thus his Bounty is significantly higher than if he just chilled out and sipped the latest vintage Persona brought him.

Or a top tier who will show up at your door and bring an entire fleet alongside multiple 1b+ commanders as well as allies from various nations because they're all at his beck and call.
The answer is clear. An Emperor is as an emperor because of his empire- they're all at his command, and if they weren't, he'd neither be an Emperor nor as huge of a threat anymore. He'd still have big bounty off of his own merits, but not as much.
Can add the fact that some of them have literal nations under their rule (BM).
