Certainly Rayleigh with adv coc is very bad for a lot of fandom and a big W for the most hated fandom

Kaidou, BIGMOM, luffy, zoro, yamato, shanks, oden, WB, Roger and now rayleigh

Good question, it may be that Redon described how Rayleigh arrives and not that it was something written in the chapter.
Although last chapter TCB even changed the title to Mihawk
