Imu is the overarching big bad villain of the series. And this fucking story is all about luffy. Dragon, just because he has been working to overthrow the WG doesn't mean he for sure has to fight imu.

Remember Law and doffy? It was Law's life mission to beat doffy. Who do you think beat him in the end?

If luffy has no part in taking down the big bad, what would even be the point of the story? Do you see dragons picture in the 4 that imu selected. No, it was Luffy, BB, Vivi and Shirahoshi. If dragon was that big of a threat to imu, he would have done something about it.
