I don't really buy that Imu isn't interfering because "he wants to keep order". If he has the ability to obliterate Yonko, he would've done it, ruling supreme over the fodder Kingdoms. What does Imu have to lose, if his power reigns supreme? Unless his power has limitations.

So he may require a full sweep of the island prior to its destruction, which may prove difficult since yonko own them. Or maybe he also wants the glyphs and doesn't want to destroy them

No, the World Government and the Navy were made adversaries before we learned of Blackbeard.

The Navy were adversaries from the very first chapter, and it was soon revealed that they worked for the World Government.

Blackbeard is an adversary for Luffy, but he's not the final adversary.

The final war against the Navy would be after Blackbeard has been defeated.

The confrontation against Imu would be even later.
