Yes. He had more interest in Don Krieg than the One Piece. You may find it hard to understand that but some pirates could just not give a fuck about the One Piece or being the Pirate King. Whitebeard wanted a family and had no interest in it for example when he could've got it if he wanted to.

WB is the only excuse you can find, still not a good one. Because WB still wanted to ''conquer'' New World by having Fishman Island, other islands etc and protect those islands and ruled them. Mihawk doesn't conquer and rule anywhere, so you can't compare it with the guy who competed with Roger. Mihawk doesn't compete with top tiers like WB did. If he wanted we would see, Mihawk simply wanted to see the power difference with WB, didn't want to compete.

Also, WB cared about One Piece, that's why he died screaming One Piece. WB simply wanted to be a Gatekeeper for One Piece, that doesn't mean he didn't care One Piece.
