There are definitely 2 lines of thought here. Either the "born" part is referring to THEIR sovereign (poseidon), or it's talking about both. I can see both of these being correct.
But Luffy "met" Shirahoshi already but the Sea Kings talked about how it's too soon yet to move the Noah. Shouldn't it be the apropriate time since the sovereigns have met if Luffy was the one?
I still don't think that's him.

What about Luffy using G4 against a Number? Against Ulti? Against Kaidou's minions Ship?

Did luffy stay in the g4 form to have a long fight with it? No. He used it quick to oneshot the number then returned back to base avoiding any of thr drawbacks right? Yes. So terrible example.

He used it against the ship then reverted back into base before drawback could even happen right? A other terrible example.

He didn't use it on ulti because of yanatos intervention however he did state that HE WOULD NEED it against ulti which is why it's a fact that ulti was slept on

Exactly but luffy didn't. He could have use g5 for a quick attack and then revert back into base if lucci was as weak as people claim. But luffy didn't. He stayed in g5 got off 3 named attacks, lucci was still not completely koed but was having an inner dialogue stating that he MAY lose consciousness. And then next we see luffy is old due to g5 drawback. So again why did luffy have to use g5 for so long against lucci to the point that g5 drawback kicked in? Because he felt as though he needed it
