Ah so you simply stupid. So let me address the stupidity:
LUFFY HAD TO RELY ON A FORM THAT BY DEFAULT CAUSES HIM TO PASS OUT AND BE USELESS AND THUS A DETRIMENT TO HIS CREW BECAUAS HE HAS TO RELY ON THE FORM TO GET THE VICTORY. NOW IF LUFFY DIDNT NEED G5 FOR AWAKENED LUCCI THEN WHY DID HE HAVE TO RELY ON A FORM THAT CAUSES THIS EXACT TRAVISTY? ITS BECAUSE LUFFY NEEDED TO POWER THE FORM GIVES TO DEFEAT LUCCI.
Does zoro or sanjis form equate to them being out of the picture when they use their power ups? No. They have to simply be defeated by a stronger opponent or had to be damaged prior. In luffys case he can be FRESH and healthy and would still pass out and be a detriment because of g5.

The Gorosei and the Divine Knights are the internal power, while the Navy is the external face...
The Gorosei in this chapter as the internal power literally are saving the Navy.
Kizaru failed to protect his ships which were targets of the Pacifistas all the time.
As a consequence, the Gorosei had to personally deal with the problems that Kizaru, who is currently in a coma, couldn't:
- Pass through the barrier.
- Destroy the Pacifistas that are destroying their naval troops.
- Stop Yonko Luffy, the greatest threat of the entire arc.
- Possibly confront the giants who easily defeated the vice admirals and destroyed several navy ships.
- Possibly stop the beast called Zoro who is loose on the island, Jimbei too.
If the other 4 Gorosei not are here, only Saturno and Kizaru:
- Kizaru is down on the ground.
- The giants are destroying the navy ships and defeating the vice admirals.
- Jimbei and Sanji are free to battle.
- Zoro defeated Lucci and now he is also free.
- The rest of the SHS are free too.
- Luffy is battling with Saturno now.
- Pacifistas are destroying the navy ships.
Yeah bro, Kizaru is literally a failure, who would lose even in greater numbers.

Yes there’s obviously different ways to stall a character
Lucci and cracker fights are actually pretty similar
- Luffy didn’t want to hurt and potentially kill Bellamy
- Zoro left Monet to Tashigi for the most part
- Zoro was actually trying to beat Lucci
- Tashigi was fighting Monet
- Zoro called pica weak and he was stalling by just running avoiding him
- Zoro called hyozou fodder and even let him go at one point till he came back to fight
- Zoro ended the fight with kamazo passed out in the snow
- Zoro asked Drake for help against apoo only landing an attack after he saw kiku’s arm. Apoo got back up and stayed undefeated
Lucci and cracker fights are actually pretty similar
- From the start both luffy and zoro know they have to hurry up and end the fight
- During the start Luffy uses g4 and zoro koh or whatever you want to call it and don’t win
- The whole purpose of the fight is to stall and defeat them
