Straw Hats are opposite of what hierarchy in the crew should look like in every possible way so I wouldn't look at this situation as the serious one. Zoro is Luffy's VC and Right Hand and Sanji is Luffy's Left hand. That's it

Well yes, but actually no. She could have her crew and ship destroyed but All-stars or Kaido or whoever wrecked her might saw potential in her and offered a position in Beast Pirates crew if she abandons her former Kingdom/Pirate crew.

I think the idea is that a certain set of Headliners (not just the Tobi Roppo) are Kaido's "subordinate captains."
