No, it sounds like he just attacked them while they was fighting each other. Hoping he could use that to his advantage and they just attacked them back, separately but at the same time

Chapter 1000 will probably be really crazy. Oda is definitely thinking and preparing hard for it, but I wonder what he can even do at this point? Will the Marines arrive? Big Mom riding on Kaido? Or something else entirely? But I know that no matter what happens, some people will not like it.

Might honestly have nothing to do with Wano. He could end Act 3 right before and make it some crazy world event instead
