I think Oda doesn’t want to distract people with bounties
He knows that people take bounties as power levels and imagine that scene where Ulti head butted Luffy and Luffy had to go Gear 4 to escape her
The entire conversation around that would be “WHAT THE FUCK?! This 400 million bitch is fucking up the 1.5 billion man”
These numbers are distracting. Yes, Oda has established that Bounties =/= Power levels but he also knows that 12 year old boys and grown ups who think like 12 year old boys are reading this
Every Tobi roppo fight would be surrounded by this conversation about how strong they are because of their bounties and what “makes sense” or doesnt
Then Marco fuckin around with King and Queen yet he has a lower bounty than King would’ve also been a whole other talking point
Oda showed Queen’s bounty upfront so that people can understand that we are past Katakuri. That’s it. The only reason Queen’s bounty was shown was to show progression from Katakuri to a higher bounty. So everyone else’s bounties don’t matter. Queen’s bounty is enough for the purposes of the story

King is all about his race...it is his race even which gives him those fire powers which make King great
While Regen with his df is the reason why Marco is strong
Haki mastery and Great skills is what makes Katakuri strong
Benn is all about haki mastery and fighting skills too
His race boosted his bounty

So interesting, now we can fully compare Big Mom and Kaido's crew bounties. Let's take the 9 known from Kaido and compare them with the 9 Known from BM (not including Supernova or "traitors" i.e. Pekoms):
- Kaido: 4.611 Billion
- King: 1.39 Billion
- Queen: 1.32 Billion
- Jack: 1 Billion
- WsW: 546 Million
- BM is 480 Million
- Sasaki: 472 million
- Ulti: 400 Million
- Page One: 290 Million
- Big Mom: 4.388 Billion
- Katakuri: 1.057 Billion
- Smoothie: 932 Million
- Cracker: 860 Million
- Peros: 700 Million
- Snack: 600 Million
- Tamago: 429 Million
- Oven: 300 Million
- Daifuku: 300 Million
So it's interesting comparitively:
- Average for the Beast Pirates is 1.169 Billion
- Average Bounty for the BM Pirates is 1.063 Billion
Not very far off on average between the crews. I wonder if this was deliberate by Oda to make the F6 bounties significantly lower than Peros, who conveniently has survived passed them at this point. A big thing to note is adding Apoo/Hawkins would have lowered the Beast Pirate Average bounty significantly. Additionally, Compote is one of the more notable crew members that does not have a bounty. I figured she would be between Snack/Peros or around there, but outside of being called a "monster" has never really been featured in any capacity.
Kaido also has the 2 extremes in his crew, Page 1 being the lowest and his own bounty being the highest. But you can just see how Kaido's side is a lot more frontloaded with the calamity bounties, but offset by much lower F6 ones. While BM's crew seems to have a more comfortable 100-150 Million jumps leading us from 300 Million to a Billion, rather than the huge leaps of 300-500 million such as going from WsW to Jack or Jack to Queen.
Just cool to think about. It is however unfortunate that:
- The F6 were disposed of too quickly to really feel the presence of their bounties. Like even Apoo/Hawkins are still around and they aren't even ancient Zoans.
- Certainly did not see enough of BM's side of things outside of a few particulars. But Snack, Daifuku, Smoothie, Tamago, etc are still a few left out of feeling more formidable as well.
Doubtful Oda addresses both of these "weaker" links, he'd have to bring back the F6 as threats yet again and have the BMP show up finally, but whatever.
