There is no real vice captain, but the one with the second biggest authority behind Luffy has always been Zoro. He's also Luffy's first crewmate, which alone is a big thing.

When things got really dirty (Water 7, Thriller Bark etc.) it was him, who schooled the rest of the crew (W7, when Usopp had left) and took on Luffy's pain (TB).

Oda speaks through Barto btw, since Barto is the ultimate SH fanboy. What did Barto say about Zoro?
"OMG, that's Zoro-senpai!!!! The man I consider to be the vice captain of the SH crew!!!"

I have zero nerves to take part in a ridiculous Zoro-Sanji cockmeasuring contest, but this one has always been clear.

There is no Vice captain or first mate in this crew. The Straw Hats are a collective with a reckless captain. Fans like to assume or bestow this honor onto Zoro, but until Luffy says other wise, that title does not exist with this crew.

It always be and always will be Zoro, Ussop case, PH when Zoro, TB with Kuma many others. Of course others in charge in their job giving argument to Luffy in terms of crew loyalty Zoro the one who outspoken the most. Jinbei will become more motivation speaker/spirit lifter. Although Oda said Usop is Luffy best friend it was Zoro who understand Luffy the most and so do Luffy understand Luffy. They shared many understanding together example where they dont fight back when been beaten up by that Spring DF guy, they same similiar idealism about not becoming hero(I would love sanji said same thing also, I want all women.. kidding). Jinbei coming too late eventhough he surely capable and experience. Zoro and Luffy both similiar directional idiot but not as sick as Zoro and the two that always cause troubles the most.

For the debate to end people need to start understanding what First Mate means in this manga (and pretty much in English, considering that some believe it refers to the first person to join) and why Zoro isn't, as of now, Luffy's vice captain. The chapter ends absolutely nothing.
