The number of supreme grade weapons might be based on a real life list that went from 12 to 15 and since Zoro didn't take Nidai...
What this could mean is that turning any graded sword into a black sword will always make a supreme grade sword, Shusui might have been a non grade sword that jumped to great grade after turning black.
