Zoro is a dragon now.This is showcased perfectly with tiger hunt===> dragon damation. As a tiger he was limited to only ruling lands, both sea and heaven were outside of his reach. But as a dragon he can rule lands, seas, reach the heaven like an hawk and go even further beyond.
