Luffy is just messing around. We know TOEI is already told about the Wano entire plot, so this is just TOEI dropping a foreshadowing. This scene is actually a subtle callback to the initation of the grand fleet

Luffy didn't have the booze. Just like back then, Luffy wouldn't have the booze and kaido's head
Those things would be given to the same guy who drank the booze
