I even think lucci is talking with his bird on his shoulder and he is given the information to kizaru because he always talks with himself. But maybe it can be true that lucci gonna give false information. I think and that will mostlikely happen lucci will fight sanji

Oda doesn't care about power scaling. He hypes and de-hypes characters based on the requirement of the plot and at his whims.

I won't be shocked if he makes some VA strong and stall SHs
