simple answer would be "plot armor"

but we know Shanks wanted a strong crew since WAY BACK .... and we saw him handpicking Yassop for his crew himself

I can see him travel in 4 seas to find strong crew members ...

and then travel to Grand line to become a Yonko
To me it looks like he was performing some task or something.
Afaik he said "we are almost done here"... Or something along those lines.
Could be plot purpose to meet Luffy but could be something else as well.

idk ... I had a theory about Shanks was there on purpose way back (seeking a D)

but I think it would take away meaning of first chapter (kinda)

Shanks trusted in Luffy without being sure about the outcome ... but mainly cause of his own feeling and judgment

if Oda add a plot to it I would be happy

but I would be happier if Oda leave things the way it is .... fate can be good enough as well

Shanks understood ACE was Roger's son as well ... but didn't do anything about it ...

if he wanted a D ... betting on Roger's son is safer than Dragon's son I guess

but again I had this theory myself to it CAN be true ... easily

With Roger and Shanks I'd say those two are Top Tier in CoA, CoO, AND CoC and have extremely powerful Swordsmanship. CoC is already rare as it is, but I think those two belong in the special category like Luffy where they actually specialize in it.

With Rayleigh it would be Top Tier in CoA and CoO, but not CoC, and has extremely powerful Swordsmanship.

Garp is still an anomaly right now, because he's not proven to have CoC, but it is implied he might have it with his statement about Luffy during Marineford. Plus if Sengoku can have it, I see no reason Garp wouldn't, and if he does, then he might specialize in it as well. If not, then he was probably just born a physical monster, as the size difference between him and Dragon and Luffy is pretty apparent.
Oda drew Luffy at age 60 and he is Garp Size. Oda also said he kept Luffy under 20 so he will not be too much of an adult, to keep it in line with modern shounen.

Luffy is only 19, Garp joined the marines at a 23.

Shanks - swordsman, haki expert.
Rayleigh - swordsman, haki expert, maybe brawlers too.
Garp - brawler, haki expert (probably the strongest CoA user in OP).
Mihawk - swordsman, haki expert.
Admirals - devil fruits fighters, haki expert, brawlers.
