Do you guys realize they no diffed 10,000 soldiers of an Emperor's crew, some top ministers included? Remove the candy bullets, and they take down Kaido's entire 40,000 force. If Luffy scrambled to gather 4,000 people, imagine how much Germa is worth.
The only people strong enough to solo the entire Germa army are Admirals and Yonkos. Katakuri or Marco can't solo all 5 Vinsmokes plus thousands of Germa soldiers.

Fisher Tiger wasn't weak at all.
His last fight can be underwhelming but it was a flashback and in Oda flashback there are no flashy things and everyone can die from a gun shot. Then he was just betrayed by humans again and was shocked and disgusted. Strawberry and the marine trapped him but I don't think Fisher had the will to put up a real fight.
The guy was stronger than Jimbo
The guy was a legend among all fish men
The guy was revered by everyone
Fisher tiger is among the best character in One piece.

Defeating 10000soldiers+some Ministers are a really good feat, they take them down without much problems. And later they even could hold their own against the army on cocao island for hours. I don't think that the Vinsmoke where weak, it was just they face a Yonkou crew because that they looking "underwhelmed"(wouldn't even say underwhelmed because the Vinsmoke do make a great job though).

We are seeing during wano arc that numbers can be a problem, with zoro and the kid pirates having trouble dealing with it.
Also they had no problem against veteran level fighters, the only ones who trashed them were katakuri and big mom herself.
Ichiji and judge are probably around YC4, same for reiju with neji and Yonko being veteran level. They also have an infinite numbers of soldiers and weapons that they can create with their technology.

I mean Weak compared to who exactly?Their stronger than all the strawhats outside of the monster trio and jimbei. Judge Fought a Yonko commander and came out alright. He was also on par with Sanji in their exchange.We never see snack again but we see judge. You could argue Judge is around the monster trio area honestly. Ichiji could be on par with Sanji, possibly above, Generally Older siblings portrayed as stronger than Younger siblings in One Piece. Overall Their Not on the level of commanders but with their abilities, their probably around the tobi roppo. Judge is the strongest and could be near commander level or around there.
