Questions & Mysteries Why did Luffy's fruit become relevant years after he became a famous pirate?

It raises a lot of questions about potential inconsistencies, it's unavoidable. I've read through the thread and there are a couple of things to point out.

- Luffy is absolutely the worst person to eat such a special fruit in the entire world. He is the son of the Revolutionary Dragon and a descendant of Monkey D Garp, the Hero of the Marines. That's a D with the most remarkable bloodline in the world short of Gol D. Roger. The WG somehow knew that Ace was the son of Roger and already ate the mera mera no mi, so that would actually leave Luffy as the more dangerous target because he ate the special fruit.
Saying that previous users of the fruit may not have been able to awaken it doesn't solve the problem because Luffy has all the makings of someone who could. His actions of invading Marineford should have been the absolute end of any debate with him declaring he will be Pirate King to Whitebeard himself. The level of incompetence the WG must have to let that go is simply not reasonable. The absolute WORST individuals in the history of the WG = Joyboy, Gol D Roger, Dragon were being combined into 1...and there's no way Imu or the Gorosei didn't see this.

- You don't have CP9 guarding an unremarkable fruit. The only other situation we see CP9 involved with was with an Ancient Weapon. It's simply not a small deal, and either Imu or the Gorosei or even both must have known of its special nature to assign Cipher Pol to guard it in the first place and then punish WsW severely for the failure.

- Joyboy seems to be an enemy of the WG, so his reappearance should be an even greater deal compared to just 1 of the Ancient Weapons. It simply doesn't make sense to just take chances with a potential problem of that level.
 
the gorosei already knew the df was important
they already knew the df was gomu gomu no mi(perhaps not the original name) even who's who could connect the dots
its why who's who was punished so harshly when it was stolen
you would have to believe its complete negligence for them not to be alarmed seeing him with that df as far back as prets. They only made a fuss about him being a D not the fact that he was using a highly treasured df stolen from the world government.


if it was an idea of oda for a while
sure did a "good" job of foreshadowing it by having absolutely no one give a toss about it till it mattered.
Your last point has two sides tho.

Either he did a good job at deceiving us or it was something not planned.

Oda normally knows the goal in his story but the road to hit such goal can be changed . Like the supernovas who were indeed a thing but not the amount of them ( editor influenced Oda ).
 
Shanks’ information might have been to do with Luffy, but it also happened weeks ago in series and didn’t make the Gorosei target Luffy immediately.

It’s only been with the approach of Zunisha and the Kaido battle that they started to shit themselves and order his death. Prior to that, despite whatever it was Shanks told them, the priority was still to capture Robin and if Kaido fell, annex Wano. No sign they cared about Luffy at all then.

My guess is they are well aware of what Zunisha is, and the fact that only someone with the VOAT can actually speak to it (i.e. it's not a detriment to exist). Perhaps Shanks told them the "rumor" about Luffys awakened fruit being related, and they scoffed at the idea until Zunisha showed up

Ohara, Sabaody, Enies Lobby, Minion Island, the transport of Doflamingo, Dressrosa... the world government throws some serious weight in when it counts.

But the Gomu Gomu fruit? Not so much. I don't think they had more than a small hunch if Who's Who was the one in a position to be held accountable. Really seems like Shanks let them in on it recently.

they just assigned cipher pol agents to guard a fruit they didnt know the importance of , then punished them when it was stolen while not thinking the fruit had any importance whatsoever .

Think about it, why would a fodder like Whos Who be responsible for guarding such an important fruit? It was actually Shanks who was supposed to be guarding the fruit on behalf of the gorosei, but he was an op. Luffy ate it and Shanks loved Luffy so instead of telling the world government that Luffy had eaten the fruit, he "gave his arm to the future". He decided he's gonna bet on Luffy by telling them that an enemy forcibly took the fruit from him and he lost his arm in the process. This soured their relationship but he recently made up for it as the Red Snitch by linking it to Luffy but only when he felt Luffy was strong enough to defend himself (aka he's ready for the smoke). That's why they will meet soon, he's gonna be given the task to end Luffy's life.
This actually explains why Garp said Marines + Warlords = Yonko. It’s because Shanks is secretly a CP0 agent, so the RHPs cancel out one of the Yonko crews, leaving it as Marines + Warlords = 2 Yonko crews.
 
The World Government knows about Luffy AND his ability for years. So if the scary fruit is indeed his devil fruit, why only react to it now? They said Wano was a good opportunity to "get rid of that nuisance", but why not get rid of him when he was a rookie? It could imply that they are either not very worried, or just ignorant of what might happen when it's awakened. Suddenly that turned into "eliminate Straw Hat Luffy at once".

Was it in fact Shanks who informed them of its importance? Did they know of the conditions it needed for awakening? Are the conditions a combination of death/being a D./being Luffy?

I won't ever consider Shanks not wanting the best for Luffy as a Shanks fan, but did Shanks know how important this awakening was? Could that be the reason he saved Luffy from dying, knowing the catalyst for awakening would be Luffy's death? (def not, but throwing this one in for @Paperchampion23 and his shady Shanks theory)

EDIT: also, not being awakened in centuries, do you think the awakening conditions weren't met before? Or that no one had the fruit?
Shanks stealing a DF from a convoy ship led by CP9 is out of character for him but now we know that he knows what this Fruit is and he might have lied to Luffy about its name to protect him. The WG changed the fruit name and as they have said it no one was able to awaken this fruit for centuries so they have forgotten it with time. The question is what did shanks tell them? Was he the reason that they have opened their eyes on Luffy's fruit? As for why its scaring them i have a post here :-

I can say that with the amounts of DF around and how similar Fruits sometimes appears "Heat / Fire / Magma" etc them not noticing Luffy's could be on of those things. There could have been other Fruits that functioned the same as his. Who knows.
