The WG viewed Jabra as the strongest of CP9 before Lucci rose the ranks. Kaku's strength wasn't factored in as he undercover during his rise to power.

Not only is this a counter to the "WG viewed Kaku as a 120B threat and Jabra a 77B threat", there's also Croc and Lucci. Luffy got a 100B for Croc and 300B for Lucci....you'd have to say Lucci is much stronger than Crocodile....

Luffy got such a high bounty for going directly against the WG. Not only for Lucci.

That is not what I said.

Zoro AP is better with 3 swords than none.
Same thing with Kaku, because he is fighting with 2 swords his AP is superior than what was shown via the doriki. Jabura does not posses the same luxury which is why Kaku with swords is clearly stronger than Jabura.

i always read than kaku and jabura are same power due the dorikis that oda was used in one chapter and never more (and this chapter he was said than it only count rokusiki level and it doesn't count devil fruit or sword skill). But i don't want to talk about this i want to know how it's possible than sanji obtained (77) almost half of zoro wanted (120). That was great difference when they had fought same rival level.

Kaku ate a Zoan Devil fruit, increased close combat AP and physical bulk. Giraffes are massive so hits are tougher than a wolfs paws.
