If you expect individuals in One Piece to be held responsible for their crimes and to pay the price for their actions you have chosen the wrong manga.
Many of the antagonists in One Piece such as Crocodile, Wapol, Enel, Moria, Caribou and Caesar Clown have gotten away easely with all the atrocities they commited. Sengoku is treated as a good guy despite having willingly took part in the Buster Call of Ohara without any sign of remorse for that.
Even several of the Straw Hats and their allies are bastards who commited crimes, some particulary cruel and horrible, and will never face any real justice such as Robin who commited many crimes both during and before her time in Baroque Works, Mr 2 who too willingly chose to help Crocodile take over a country and commit many crimes in order to reach that goal, Kid and his crew who slaughtered many people for petty reasons, Law is known for his cruelty, Hancock commited many acts of piracy and heartlessly turned many people into stone and didn't care about the prospect of her island being attacked if she didn't go to Marineford, Judge and his sons are remorseless war criminals and tyrants with Judge having done a Mengelesque operation on his own wife and children, Bege and his crew are vicious and sadistic mobsters, etc...

I suspect that her befriending Tama during her amnesiac state wasn't without a reason and will have its importance later for both of them and for all of Wano.
Making a starved girl from a country suffering from hunger befriend the queen of a country with infinite food and drinks looks suspicious to me.

The point is, if Oda is going to turn her into O-lin, it's not going to be from some bullshit bump on the head that gives her amnesia again, which she can just as easily regain her memories again. That's not permanent. He either fixes the problem at the core, or does something else. You wanna talk about things being garbage writing, and your answer to taking out Big Mom is to just give her amnesia again by hitting her on the head really hard.

Her issue is hunger pangs.

unless someone pulls out a broken picture of mother caramel or some sea-stone handcuffs for big mom(cause she's basically useless without her homies and haki). it's impossible to separate the two, lets say law shambles her out of there she still can easily come back if there's no one strong enough to keep her occupied. if luffy, kid and zoro are so hell-bent on fighting kaido, law and killer alone are not enough to hold big mom back. she needs someone to keep her on the ground or at least fight her in the air.
