Age of consent is 14 in Germany (Germa) and 13 in Japan.
I think both are too young, personally. 16 is the cutoff in the UK and that is where I live, but then again a sizable percentage of underage people have sex here so even that law is a bit moot anyway.
The majority of states in America have an age of Marriage of 16 or less, and the age of consent in 45 out of the states have 16 or under as age of consent, with restrictions based on age difference for about a third of those, restrictions based on parental consent for the other third and no restrictions for the other third. So even if you have the American mindset, Sanji has followed that, with the exception of California (ironically puritan for the bizarre hyper sexualised society they have there) and a few other states.

JFC, Pudding is not underage. Maybe in the U.S, but 16 and 21 is fine in the UK and like 80% of the world. Especially when a) the parents are the one pushing you to marry at threat of literal death.
