Carrot's already got a new figurine coming out celebrating placing in the top 10 in the anniversary poll. Unfortunately she kicked Yamao out of the 10 so she won't be included.

This and the Tama merch if anything hold far more sway since they're actually drawn by Oda and based on the manga, as opposed to just including a popular character into a straw hat set.

This doesn't have all the strawhats, and it has multiple non strawhats. You can't compare the two. If the yamato one was missing strawhats or had any other non strawhats in it I wouldn't take it as proof.

Up until then he was in limbo.

No. Jinbe wasn't included in any kind of the SH line ups officially till the start of the raid where we got an official confirmation. Why he wasn't included anyway like Law? Because he isn't selling that great in comparison and since he wasn't confirmed either they couldn't add him just like that.
