Luffy isn't a standoffish dictator, none of his subordinates feel like they need to bow down to him.
Nami regularly "beats" him.

-Drake starts attacking Apoo because he hates him and promises to defeat him
-Apoo survives everything Drake throws at him, despite the fact close quarters combat is supposed to be Drake's specialty
-Drake starts tag-teaming Apoo with Zoro and most of the live floor
-Still not enough, Apoo fends off both at once
-Zoro finally gets serious and takes down Apoo with his attack
-Apoo recovers and jumps back into the action
-Drake chomps on Apoo by surprise as he jumps towards the Strawhats
-Apoo gets back up and keeps fighting Drake
-Drake teams up with Prime Hyogoro
-Still not enough, Apoo is just fine and doing his thing
-Drake and Apoo end up negotiating and Apoo recommends a team-up
-Drake refuses and continues the fight, revealing he has discovered yet another glaring weakness of Apoo
-Doesn't do anything for him, Drake still fails to get any results
-Yamato attacks Drakes and he has to beg her to stop and try to explain himself
-Apoo gets bored with Drake and decides to see what Yamato is doing
-Drake continues to chase Apoo promising he's still going to bring him down
-Apoo gets attacked by CP-0 as Drake watches
-CP-0 try to take out Drake
-Apoo saves Drake as he continues to stand there and does nothing
-Drake teams up with Apoo despite just refusing an alliance a few moments ago
-Apoo attacks the CP-0 while Drake roars in the background
-Drake gets off-paneled by CP-0 while Apoo retreats to safety
