That's because you need ryuo to overcome Dragonic scales.
If you have ryuo you can cut (but not seriously injure) Kaido, even if you are Kiku/Kinemon level.
Kiku/Kinemon cannot harm BM at all.

Likely because Luffy knows via FS that Kaido's AP is not going to effect him that much. If it's Law he is facing, it would be different.

Anyone with internal attack can hurt kaido while Jinbei couldn't hurt even skinny BM , Law couldn't draw blood until he used awakening (more hax)
