Luffy hit kaido a bunch of times with acoc some more and still didn't ko a nerfed kaido.
Ultimately kaido gonna get up after everything luffy does and get his head sliced off.
Why mention the word samurai at all if it has nothing to do with any traits of samurai? You're forgetting the general assumption is that Oda had Kaido say this because at some point some samurai will meet these expectations. If it was going to be Luffy why make it about samurai at all. Kaido made no explicit comparison between Luffy and Oden, any more than he did with Zoro. If you think 1037 did this then again, why have Kaido make it specific with 'samurai' to begin with? Or give Zoro clearer connections to samurai and Oden (even if you're in denial about this still)?

If you take the swords from Oden who is he more like? Zoro or Luffy? However if you took the swords from Oden you wouldn't stop calling him a samurai would you?

He even has a sword in marineford at one point.
It is completely irrelevant as the scabbards prove. Luffy knocked kaido down in 923 did no damage.
Proving knockdown means nothing.

As someone else mentioned Izo did use swords, hell Oda may have even recently came up with doing that. I'd say practising a lot of traditions of Wano such as Bushido. I'd also say that protecting and serving a Daimyo is good evidence of this as samurai did exactly this in Japan's history. Imagine my surprise to find out Luffy doesn't do any of this. They also used katana as we saw with the whole 'Sunacchi' thing that Zoro was involved in the plotline of. Again, Luffy doesn't do this. It might be easier if you can find some aspects of Samurai that Luffy does fit into.
If I were to say whom Oden is more like without swords I'd say neither. Neither Zoro nor Luffy are interested in women, or being both leader and subordinate, Oda stated Luffy is definitely against killing, unlike Oden. The two also don't choose their own happiness over protecting their loved ones.
But regardless, Oden does use swords whether you like it or not. His having swords was made quite significant, too. Actually thinking about it I think the only reason you even asked who better resembles Oden without blades is to give Luffy help in his comparison. But again, Oden does have blades, katana to be more exact, and it's clearly a very important aspect of his character.
