Basically it seemed that just like he was doing with all the straw hats, Oda wanted Sanji to stick to his role more than he wanted him to be a fighter, but due to the general dislike by Sanji's huge fan base, he had to scrap the direction he was taking with his character and focus more on his fights than his cooking

Or, Oda used Sanji to hype up other characters because as long as Sanji succeeds in protecting other peoples lives he still accomplishes his goal?

Punk Hazard - Saves Tashigi and the G5 marines and carries them to safety after the fight
Dressrosa - Succeeds in saving Brook Nami Chopper and Momo from Doffy then again against Big Moms flagship.
WCI -Wipes the floor with Yonji for insulting those important to him. Forces Judge (a yonkou commander level fighter) to cheat in a one on one duel, and breaks through the exoskeleton of Niji with a single kick, then kicks oven so fast he saves Chiffon and carries her away without anyone noticing his presence.
Wano - Fights Page One, a Tobi Roppo, until everyone is safe then stops because he didn’t wanna cause unnecessary damage to the capital and the plan. Fights Drake, another Tobi Roppo, low diffs him in the anime and even in the manga was able to win or escape unscathed, then defeats a 1.3 billion berry commander in Queen.

But no Oda doesn’t plan on him being a fighter.

Oda just loves using Sanji and even luffy has hype tools for the antagonist.

If Sanji wasn't considered as a prominent fighter by Oda himself he would not be using him

a cook and still considered as Third strongest Strawhats and also Wings of The Pirate King and also he is a Military Advisor.

Even thought Sanji was not written good after TS , his role is very obvious . Crew dynamics say sanji saves people , Zoro saves his captain .

This guy gave a couple of sample but he forgot punk hazard vergo main villain dressrosa doffy main villain . At WCI , the only reson that got defeated by judge or other , sanjis option was very limited cuz of you know.

Also , these are part of whole story . You said sanjis leg was broken . But during the time skip , sanji have to learn all haki himself . No mentor . When all straw hat had comfortable area when they are at training , only sanji was at somewhere that he hate most . Then at wci , sanji had to face his childhood trauma . He was not lucky as much as zoro . Even childhood , zoro had the famaous craftsman and good mentor . Only trauma zoro faced , kuina death . When we think all story , sanjis haki devolopment make sense . Unfortunately, cuz of Law , all cool things was given Law .

Just an example: Any retard reading Sanji vs Judge, or Sanji vs everyone of his family can realize that they made him holdback the whole time.

But for a you, surprisingly, it means:

"Well Oda doesn't want Sanji as a fighter confirmed, thats why he made him fight the strongest Germa out of nowhere, who were cheating on every single way they could in order to make Sanji holdback, until Sanji realized it was useless to fight them back anyway, on top of that he didn't even had a scratch on his face by the end of it"
