the drawback is that Luffy doesn't know he has a god fruit, so while Luffy in theory could do anything, because he believes he has the rubber fruit, the Nika fruit will only act as if it were the rubber fruit as it has been for the last 1000 chapters.

That's why Luffy turns the ground to rubber. Because he thinks he has a paramecia and were his fruit actually the gomu gomu no mi, awakening would have allowed him to turn the ground to rubber.

It is rubber... Part of the fruits ability is just to turn the person into a rubber human.

Yes because Luffy believed he ate the Gomu Gomu No Mi thanks to Shanks, therefore wielding solely rubber properties. It makes no sense that Nika, the Sun God in the One Piece world, would be so feared by the Gorosei if his powers only pertained to rubber. There has to be more to it as the leakers have hinted that Luffy can basically will whatever powers he wants to fight with.
