Random citizens are the ones who started the rumor about Kaido. 'People say' and 'it is said' started from randoms around the world. The example serves to illustrate the kind of rumors that circulate around the OP world. Luffy being a 25 foot tall monster is something the world of OP thinks, and is talking about.

Stephen Paul is the official translator. He translates what Oda writes in his own manga. You know what Oda didn't write in his own manga? The panel that we are discussing. I don't understand what you wanted to say with this. Oda didn't include that and it was rectified in the proper release.
