Yes, because they understand that Buggy is a noob, so him being labelled as a Yonko is just propaganda. Meaning they also don't buy Crocodile and Mihawk serving Buggy. If everyone with a brain calls it bullshit for Buggy to be an emperor and it just being a gag/PR, obviously the consequence is that the public implication of Mihawk and Crocodile being somehow under him is just as much bullshit.
