My theory was always that outside of Japan, their are lot of stronger and powerful heroes.
Meaning Allmight was just the strongest Hero in japan, same goes for Endevour, but they wasn´t the strongest overall in the world. I can see a plot where we see the top 10 Heroes from Europe, Usa and overall the world who even easily surpass Endevour strenght.

I think it isn´t really a big weakness, Horikoshi doing that on purposely to hint the heroes of the rest of the world from Japan. When the hereos fall in Japan, the heroes of the rest of the world come in the game, probably we even get a timeskip.
Take this note, probably the current event will lead a big major meaning for the future, we don´t know what gonna happen next but this could be the Marineford arc for Boku no hero where we get afterwise a timeskip.
Then timeskip happen and we see how the villians take over Japan, so Hori could bring the heroes of other countries in the game.
Would be nice for sure to see such a movie. What I can see for this arc, we will see many deaths and big plottwist, probably with the traitor reveal and the downfall of the hereo Deku(imagine if Bakugo/Allmight get killed and Ochaku coming out as the traitor, dude would take the biggest shock ever), it gonna be very hard.
