IMO, the World Govt simply distributed the Kaido + BM bounties between the SN trio and then gave Luffy's Commanders (Zoro, Sanji, Jinbe) bounties around a Billion & gave the rest of the crew bounties from 300 - 500M. Chopper & Robin are obvious exceptions because Chopper is treated as a pet & Robin can read Poneglyphs.

Don't look too much into these Bounties and try to base them off of Accomplishments.

Only in this manga, you can see people not debating about wsm or wsc but about wss because shanks fans (luffy fans) are mad about it.
They forget luffy's goal is PK and not mere yonkou.

The other people (yonkou fans, haters) well they don't wanna accept that EOS Zoro will end stronger than Mihawk so Shanks also.

Imagine denying manga facts where it says literally shanks is weaker than Mihawk. Zoro uses all his strenght, will and haki with his swordskill but hey Mihawk is stronger with only "skills".

-Yonko agenda. Yonko must be the strongest characters in the series, meaning any non-emperor is automatically inferior to them
-Shanks fanboys.

Mihawk has a lower bounty, was portrayed fighting YC and looking up to measure the distance from WB and is destined to ultimately fight a subordinate.
Shanks is a CoC SPECIALIST like Luffy, Zoro may have CoC but he isn't a specialist and is so limited as CoC cannot be trained.

Zoro is the King of Hell with acoc >Luffy 4 gear acoc. Acoc and khaki zoro>>Luffy. Luffy is dragged by Nick's god. Mihawk>Shanks.
